Why is VAT charged on "printed matters" products, since they seem to fall under the zero rating?

At the moment in which you place an order with Vistaprint, it is not clear if the printed goods meet the zero rating requirements to qualify for the lower VAT rate. As such, Vistaprint charges the general VAT rate on all printed matters to avoid charging the incorrect VAT rate to customers.

If you feel your printed product does qualify for the lower VAT rate, please contact us and request that the VAT (difference) be refunded.

Note: Flyers and Leaflets can be VAT exempt if they meet the following conditions.
